In Whiteout Survival, the State of Power Event (also known as SvS) is the game’s highlight for many players. In this event, 2 states are pitted against each other across a Preparation and Battle Phase. The Preparation Phase operates similarly to Hall of Chiefs and King of Icefield whilst the Battle Phase sees you engaging in PvP. Keep reading this Whiteout Survival State of Power (SvS) Guide as we dive into both these phases in more detail, provide some tips for scoring well, outline the rewards available, and much more!

When is the State of Power Event
The State of Power (SvS) Event occurs every 4 weeks, rotating with your State’s King of Icefield. However, unlike King of Icefield, it lasts for 10 days rather than 7 days, offers better rewards, and gives you the chance to become the Supreme President of your State and another State!
Matchmaking Phase
Before the State of Power Event properly gets started, there will be a 2-day Matchmaking Phase. On day 1 of this Phase, the system will analyze the power of your State, how active it is, and the results of your recent SvS battles. It will then use this information to look for similar States that would make a balanced opponent. On the second day of this phase, you will find out who your opponent is. If no opponent can be found then your State will instead get a King of Icefield Event, however, this is very rare.
Preparation Phase

The Preparation Phase lasts for 5 days with each day featuring a different round of activities for scoring points. In addition, each day has its own rankings table with rewards available for the top performers on both a daily and overall basis. The State with the overall highest score at the end of this phase will gain a State Bonus with the Castle Battle occurring in the State of the losing State during the Battle Phase. Milestone Rewards
As with other similar events, such as Hall of Chiefs and King of Icefield, there are milestone rewards available for reaching certain points totals in each phase. These are available both on an individual basis and an Alliance basis with 3 milestone rewards available in each category. For making the 3rd and final individual milestone in each phase you will also receive a State Medal which can be used to claim Medal Rewards. The Milestone Rewards include Gems, Speedups, Resources, Sunfire Tokens, and more.
Ranking Rewards

Ranking Rewards are available for each day of the preparation phase with all players across both States ranked against each other in terms of their total points scored. In addition to this, there are rewards available based on Individual Total Ranking, Daily Alliance Ranking, and Alliance Total Ranking. What can be won in each of these categories is outlined in the list below:
- Daily Personal Ranking Rewards – Gems, Speedups, and Resources.
- Total Personal Ranking Rewards – Hero Shards, Gems, and Speedups.
- Daily Alliance Ranking Rewards – Gems, Gold Keys, and Resources.
- Total Alliance Ranking Rewards – Gems, Speedups, and Resources.

Best Item Usage
A common dilemma for players in the State of Power event is which items to use on each day of the Preparation Phase to maximize their rank during each day. With this in mind, in the image below, we have outlined our preferred items to use on each day. Those in green are what we recommend.

Winning State
If your State is the overall winner of the Preparation Phase, then the Castle Battle will occur in the enemy State, giving you the chance to become the Supreme President of both States. In addition to this, your State will also gain a Healing and Enlistment Office Capacity buff during the Battle Phase.
Battle Phase

Once the Preparation Phase has come to an end, the Battle Phase will begin. Please note that the final phase of the Preparation Phase lasts for 34 hours, meaning the Battle Phase begins at 10am on Saturday. Once it has begun, the Battle Phase will last for 12 hours, ending at 10pm on Saturday. During this phase of the Whiteout Survival State of Power (SvS) Event, players in both States can teleport into the other State and engage in PvP with any players that do not have a shield up. In addition, the State that lost the Preparation Phase will see their Sunfire Castle open to be captured by the opposing State and therefore must defend it during the Castle Battle to avoid a player from the other State becoming President.
Rules
When the Battle Phase begins, players are free to Teleport into each other’s States and attack other players for points. However, it is not quite as straightforward as attacking anyone you want. Indeed, the Battle Phase of the Whiteout Survival State of Power imposes the following rules:
- You can attack any player without a Shield. However, if they are not within 3 levels of your own Furnace Level, on either side, then you will not gain any points. For example, if you were Furnace Level 28, then you would only get points from attacking players that ranged from Furnace Level 25 to Furnace Level FC 1.
- When rallying, the Furnace Level of the Rally Captain is considered with all players allowed to join the rally for points, regardless of their own Furnace Level. Likewise, there are no restrictions on the Furnace Level of reinforcements.
- The State that wins the Preparation Phase will have its Sunfire Castle protected and unable to be captured by the opposing State during the Sunfire Castle Battle.
- Points are earned by killing enemies, losing your own Troops, and for occupying Sunfire Castle or its Turrets.
- You cannot Shield when in the enemy State or when attacking/reinforcing the Sunfire Castle and its Turrets.
- It is not possible to attack Alliance buildings.
- If you lose your Shield by attacking another player, then be warned that there will be a 30 minute cooldown before you can put a Shield back on.
- All position perks are cleared when the Battle Phase begins.

Teleporting
When the Battle Phase begins, you will be granted 3 free Cross State Teleports. When activated you can choose a location in the enemy State that you would like to Teleport to. Unlike restrictions placed on Advanced Teleporters within your own State, these Cross State Teleports can be used to Teleport anywhere, even within an Alliance’s territory. Please note, however, that you will lose any reinforcements that have been sent to your city whilst in your home State if you Teleport into the opponent’s State.
Castle Battle

As mentioned in the previous sections of this Whiteout Survival State of Power (SvS) Guide, the State that loses the Preparation Phase will see its Sunfire Castle open up and be vulnerable to capture by the opposing State. This is the climax of SvS and players from both States will gather around it in an attempt to capture it. This operates in the same way as the regular Castle Battle but this time it is possible that a player from the enemy State may become your Supreme President. Please note that if the Turrets and Castle are controlled by Alliances from the same State then the Turrets will not attack the Castle.
The Castle Battle commences at 12pm on Saturday and ends after an Alliance has continuously occupied it for 3 hours or after 6 hours if no Alliance has achieved this. In this scenario, the Alliance with the longest total occupation time will be declared the winner. Depending on which State wins, there are a couple of different outcomes from this:
- Defender Wins – the Alliance with the longest occupation of the Sunfire Castle from each State can appoint the President of their State.
- Attacker Wins – the Alliance with the longest occupation can appoint a Supreme President who will rule over both States.
Rewards
As with the Preparation Phase, there are also 3 milestone rewards available during the Battle Phase for both Personal and Alliance points. Even if you are not planning to go for a high score, it is worth trying to achieve these either by reinforcing players who will take part in the Castle Battle or simply looking for some easy targets in the opposing State. There is also a 6th and final State Medal available by meeting the 3rd milestone which allows you to unlock the final Medal reward.
In addition to the above, there are rewards for winning the Battle Phase, losing it, your overall individual ranking, and your overall Alliance Ranking. Please note that if you leave your Alliance before the end of SvS then you will not receive any Alliance rewards. The rewards that can be won from each of these categories are as follows:
- Winning State – Sunfire Tokens, Gems, Advanced Teleporter, Resources, and Deployment Capacity Boost.
- Losing State – Sunfire Tokens, Gems, Advanced Teleporter, Resources, and Deployment Capacity Boost.
- Total Personal Ranking Rewards – Hero Shards, Gems, Fire Crystals, Resources, and City Skin.
- Total Alliance Ranking Rewards – Sunfire Tokens, Gems, Keys, Speedups, and Resources.

Field Triage Phase
The Field Triage Phase begins immediately after the Battle Phase ends at 10pm on Saturday. It lasts for 50 hours with the Whiteout Survival State of Power (SvS) Event officially ending at midnight on Monday. Once the Field Triage Phase begins, you will no longer be able to Teleport into the enemy State. This is the period when everyone will attempt to heal the Troops they lost during the Battle Phase which is normally quite significant for anyone who actively participated.
Healing
When the Field Triage Phase starts, there is an automatic +20% Healing Speed buff activated regardless of whether your State won or lost. Initially, you will only be able to revive up to 30% of your Troops that were killed during the Battle Phase, but this can be increased up to a maximum of 90% via a couple of methods:
- Rebirth Tomes – each player is given 20 Rebirth Tomes once the Field Triage Phase begins. If you request revival assistance, then allies can gift you up to 50 of these with each 1 increasing your revival rate by 1%.
- Revival Potion – these can be bought for Gems at an increasing rate of [50/100/150/ 200/250/300/300/300/300/300] Gems. Each one bought will increase your Revival Rate by 1% with a maximum of 10 able to be bought. This has a total Gem cost of 2,250.
Final State of Power Tips
- If your State looks significantly underpowered versus the other State, then do all you can to win the Preparation Phase. This ensures that the opposing State cannot become your Supreme President even if you lose the Battle Phase.
- Consider making a Super Alliance just for the event with all the top players who want to participate. This sees your state’s rallies being much more powerful that they otherwise would have been.
- Start stockpiling items just for the Preparation Phase of State of Power. In other events that call for using these items try not to go overboard and instead just use enough that gets you the milestone rewards or the rank you are targeting.
- Do not attack players from your State, the whole point of SvS is to work together against the other State.
- Apply all your combat buffs if going into battle to ensure your army is at its best.
- Remember that if you Teleport into the enemy State, you will lose any reinforcements in your city but if you Teleport within your own State then they will remain. This is particularly important for the Castle Battle.
- Recon the enemy State and bookmark any weak targets that you can Teleport next to for easy attacks. Zoom out slightly and you will be able to see small icons representing any cities in the area you are looking.
- Bookmark a location back in your home State so that you can quickly Teleport back and shield up if you need to.
- Always keep your Shield up when not participating actively. The Battle Phase lasts for a total of 12 hours so you will need to use a 24-hour one or two 8-hour ones.
- Remember that the Battle Phase continues running for a couple of hours after the Castle Battle ends. Players often get caught out here and there may be easy pickings for you on the other State as players Teleport home and don’t Shield up again.
- During the Field Triage Phase, consider transferring farm accounts into your Alliance briefly to make use of their 20 Rebirth Tomes.
- If you only have a small number of losses, try to avoid asking for Revival Assistance at least for the first day. Let those who had the most losses and contributed the most take the first round of Rebirth Tomes.
