Is Lu Ban a good general in Evony?

Lu Ban is best used as a Sub City Development General due to his Special Skill, Master of Tools, which increases Gold Production Speed by 75% in the Sub City that he is Mayor of. This is equal to that of some rarer Generals and as such he is actually pretty good in this role as far as Legendary Generals go! However, outside of Sub City Development, he has little use.

This build will help improve your sub-cities much quicker. Buildings will be built faster and troops replaced much quicker. Unfortunately, a gold production speed skill book cannot be added to this general.
