Picking the best Evony Sub City Generals to put in your sub-cities is hugely important. It can make sure they develop extra quickly and assist you massively in battle.
As such, there are two main roles for the best Evony Sub City Generals to fulfill – Sub City Development and Sub City Attack.
Development generals help your sub-cities produce and grow quicker. In contrast, attack generals assist you in PvP battle when you add your sub-cities to the attack or defense.

Best Sub City Attack Generals
These generals are best for when you take your Evony Sub Cities into PvP battles. They create powerful debuffs against the enemy troops. These debuffs can be improved further with the right equipment added to the general.

Buffs to your own Evony Troops are not that important here. They only impact the Troops for the Evony General’s Sub City which are weak and few in number.
Please note, the below is ranked from best to worst based on typical defenses and attacks. However, this will of course vary Keep to Keep. It also assumes you have not maximized any specialties, as this is unlikely unless you are a very big spender.

If you intend to use these generals purely within the sub-city, you should not develop them too much. The main thing is the negative debuff from their special skill.
Save your resources to develop your PvP attack generals. This is more important for them.
Best Sub City Development Generals
These generals have skills that help your Evony Sub Cities grow much quicker. They should be assigned the Mayor of your Sub Cities when you are not in battle. These development generals can be improved further with the right Skill Books added.

Please note, the below is ranked best to worst and prioritizes construction speed. Higher-level subordinate cities will produce more materials. Construction Speed Skill Books should additionally be applied to these generals where possible.

Buffs to your own Evony Troops are not that important here. They only impact the Troops for the Evony General’s Sub City which are weak and few in number. – How about other skills such as Barbars 25% increased chance of double drop. Will 4 Barbars in the Sub city give me a 100% chance of double drop?
Hi Yoda, thanks for the interesting question. I do not believe these skills work for sub city mayors. I tested something similar for generals with the skill that decreases monster attack, there was no impact.
However, this is something that would be interesting to investigate further. I will do some testing! Of course, it would potentially only work when soloing monsters which some servers don’t like..
I know you didn’t include specialties in this ranking, but this ranking of battle sub generals is quite flawed. You completely did not take into account what debuffs are easily available to stack through gear. Most players are going primarily to use Achaemenidae gear to stack debuffs. Siege attack is one of the easiest debuffs to stack, while ground attack is one of the most difficult, as it’s not available through Achaemenidae gear. Range attack and mounted hp are high priority debuffs, and both only available in Achaemenidae gear in the rings, which you will need both while gearing your sub generals. Some of my issues with your ranking include the very low ranking of Andrew Jackson, who is one of the best options for a sub general by offering both range attack & mounted hp debuffs. While the exact order is debatable, the following are top tier options for battle sub generals: Cnut the Great, Darius I, Andrew Jackson, Amr ibn al-As, and Yeon Gaesomun. The next tier would be Baldwin, Harald, Nordic Barbarian King, Arminius, Jester, Cixi, Margaret I, David Farragut and Nero. Then, the rest would be the lowest tier for battle subs generals.
Hello, thanks for your comment. While we don’t completely agree, hearing other people’s thoughts is always useful! Of course, the best sub-gen for each person will depend on the keep they are attacking or their main troop type in defense which will impact what others attack them with. This ranking has put a heavier weight on the marches you are more likely to use/face especially at the lower levels of the game that most play at. In this context, we have not ranked Ground Attack or Mounted HP highly due to the typically low values you will see here. We have been working on seperate best sub gen lists depending on main troop types for attack and defense which we can hopefully puplish soon and will definately take into consideration your comments around gear debuffs!
