Evony Council of State Senate Guide

The Evony Council of State Senate feature was introduced as part of the huge Evony 4.5 Update which introduced several massive new changes to the game. In this Evony Council of State Senate Guide, we will take a detailed look at how exactly this feature works, what buffs you can get, and how to improve the buffs.

To make use of the Council of State Senate feature you first must build the Council of State building. To do this you will need to have your Keep level up to level 32. Once it is built you will be able to begin appointing Generals to your Senate for certain buffs. As you increase the level of your Council of State building, you will unlock additional Senate positions.

Once you have built the Evony Council of State building you can start to appoint Generals to different positions in your Senate. Within the Senate, there are different title levels that a General can be appointed to. Each title has four different positions within it for each of the different troop types: Mounted, Ground, Ranged, and Siege which are unlocked as you upgrade the building level as follows:

Each position within the Senate will grant 2 different types of buffs once a General has been appointed to it with further buffs also granted for the grade of each Senate Title. These buffs are based on the following:

  • Senate Position Level – as you level up the level of a position you will gain extra buffs at the following level milestones: 0/5/10/15/20/25/30.
  • General Star Level – unlocks one additional buff for each Ascended star level.
  • Senate Title Grade – titles can have their grade improved once certain criteria are met. Each additional Title Grade will unlock further buffs.

Appointing Generals to the Council of State Senate

To be appointed to a Senate position, a General must be at least 5 stars. If you have Ascended them past this then you will receive additional buffs for each level of Ascension gained. Please note that when a General is appointed to the Senate, they cannot be used elsewhere such as in PvP for the Server War, Gathering, Exploring Relics, etc.

Upgrading the Council of State Senate

As already mentioned, you can improve the buffs you receive from the Senate by upgrading Position levels and by improving the grade of Titles. In the next sections of this Evony Senate Guide, we will take a look at exactly how you do this.

Upgrading Senate Position Level

Each Evony Senate position can have its level upgraded from level 0 to level 30. Additional buffs are unlocked for the position at every 5th level. To upgrade a level you are required to consume a unique item called Merit Jade. Just going from level 0 to 1 will cost 150 of these which will be a grind to achieve without spending.

How to Get Merit Jade

Merit Jades are a rare item in Evony that are required for upgrading the level of your Senate positions. You will need a serious amount of these to get your position levels up to a high level and of course, they are difficult to accumulate.

The best way to get them is by spending money on packs, however, it can also be done for free. To get Merit Jades for free, you need to complete special events, kill high-level Boss Monsters and Event Monsters, and complete your Daily Activity up to 80 and 110 points.

In addition to upgrading the level of a Senate Position, you can also improve the grade of each Senate Title. For each improvement in the Senate Title grade, you will receive additional buffs. This is done in exchange for a unique item called the Glory Golden Twig. In addition to the required amount of Glory Golden Twiges, you will also need to have hit certain Senate Position level requirements.

How to Get Glory Golden Twig

Glory Golden Twigs are a rare item in Evony that are required for upgrading the grade of your Senate titles. You will need a serious amount of these to get your title grades and they are also difficult to accumulate.

The best way to get them is by spending money on packs, however, it can also be done for free. To get Glory Golden Twigs for free, you need to complete special events, kill high-level Boss Monsters and Event Monsters, and complete your Daily Activity up to 80 and 110 points.

Council of State Soul Binding

Soul Binding at the Council of State Building allows you to share the General level, specialties, and refining attributes of one General who meets the Binding requirements (known as the binding initiator) with another General of the same Troop Type. As such, the General that receives the Binding will improve as the General it is bound with does. Each Soul Binding requires you to consume Binding Essence and lasts for 15 days.

Soul Binding Requirments

Before you can Sould Bind one General to another, the binding initiator must first meet certain requirements. These are as follows:

  • The binding initiator must be at least level 35.
  • The binding initiator must have all 4 original specialties maxed out. This does not include the flexible specialty.
  • The binding initiator must be Ascended to the maximum level.
  • A binding initiator can only be bound to one General at a time.

These requirements are clearly pretty significant, and that is even before we get the Binding Essence that must be consumed to complete the process. However, the payoff is pretty great too. Essentially, you are able to bind a General you have not worked on at all with your best General (if it is of the same Troop Type) to receive their level, attribute refines, and level of specialties which would otherwise be a costly endeavor.

Soul Binding Cost

Once you have a General that meets the requirements to become a binding initiator, it will cost you 100 Binding Essence each time you bind them with another General. Each Soul Binding lasts for 15 days and can be renewed by a further 15 days once the remaining time drops below 3 days. A Soul Binding can be interrupted with a portion of the Binding Essence being returned based on the time left.

Unfortunately, Binding Essence can currently only be found in packs and therefore can prove to be an expensive upgrade to pursue. However, once a General has completed 10 Soul Bindings, it will no longer cost materials to bind them with another General. If you dismiss a General who has been bound more than once, then you will receive some Binding Essence as compensation based on the number of times they have been bound.
