Is Trivia Hecate a good general in Evony?

Trivia Hecate is a pure Evony Duty General who is used in the Holy Palace. With her Special Skill, Lunar Judgment, she increases Healing Speed by 10% and the Attack and Defense of in-city Ranged Troops and Siege Machines by 25% when she is placed as the Duty General in the Holy Palace.

Increases healing speed by 10% and in-city ranged troops and siege machines’ attack and defense by 25% when General is the Holy Palace Officer.

• 2 Star – When General is the Holy Palace Officer, Holy Palace Deserter Capacity +25%, In-city Ranged Troop and Siege Machine HP +15%.
• 3 Star – When General is the Holy Palace Officer, Healing Speed +15%, In-city Ranged Troop and Siege Machine HP +20%.
• 4 Star – When General is the Holy Palace Officer, Enemy Ranged Troop and Siege MachineAttack -15% and Defense -20%.
• 5 Star – When General is the Holy Palace Officer, Ranged Troop and Siege Machine Attack +15% and Defense +20%.
