Is Uesugi Kenshin a good general in Evony?

Uesugi Kenshin is best used as a Sub City Development General due to his Special Skill, God of War, which increases Troop Training Speed by 35% in the Sub City that he is Mayor of. This is equal to that of some rarer Generals and as such he is actually pretty good in this role as far as Legendary Generals go! However, outside of Sub City Development, he has little use.
